Allows candidates to make charitable donations from campaign funds between the nomination filing deadline and general election date if the candidate is declared elected, deemed elected, or unsuccessful in a primary election.

Allows candidates to award scholarships from campaign funds between the nomination filing deadline and general election date under the same three conditions (declared elected, deemed elected, or unsuccessful in primary).

Changes language in campaign finance law from "contributions" to "donations" for charitable and educational giving provisions.

Modifies the ticket purchase provision to clarify that candidates may purchase up to two tickets to any candidate or committee event "regardless of" whether it constitutes a fundraiser.

Effective date of July 1, 2019.
