Establishes a post-conviction relief task force to review and propose potential updates to Hawaii's laws and court rules regarding post-conviction relief.

Task force shall consider constitutional rights, existing laws, accessibility of legal services, evidence destruction procedures, and post-conviction relief laws and rules from other states.

Task force membership includes the chairs of the senate and house judiciary committees (serving as co-chairs), the chief justice of the Hawaii supreme court, the attorney general, the state public defender, a prosecuting attorney selected by co-chairs, and the dean of the William S. Richardson School of Law.

Task force shall submit a report with findings, recommendations, and any proposed legislation no later than twenty days prior to the convening of the 2021 regular session.

Task force shall be dissolved on June 30, 2021, and the Act takes effect on July 1, 2050.
