Requires the Hawaii Technology Development Corporation to establish a public-private partnership to plan, build, and manage strategic broadband infrastructure and attract cloud-based companies to Hawaii.

Appropriates an unspecified amount from general revenues for fiscal years 2019-2020 and 2020-2021 to fund the Hawaii Broadband Initiative and establish an open access, carrier neutral cable landing station.

Directs the appropriated funds to be expended by the Hawaii Technology Development Corporation for the purposes of establishing transpacific fiber optic cable landing capabilities.

Takes effect on July 1, 2050.
