Requires the Chief Information Officer, in conjunction with the Information Technology Steering Committee, to review, refresh, and submit the State Information Technology Strategic Plan to the Governor and Legislature by July 1, 2021 and every four years thereafter.

Establishes that periodic updates to the state information technology strategic plan are necessary to keep pace with evolving technology and maximize modern resources to increase effectiveness, efficiency, and transparency in state government.

Adds new duties to Section 27-43, Hawaii Revised Statutes, to formalize the four-year review and resubmission cycle for the state information technology strategic plan as part of the Chief Information Officer's responsibilities.

Promotes continuity of services in state government information technology regardless of changes in executive administration through regular strategic plan updates.
