Establishes a cesspool remediation and conversion loan program to be administered by the Department of Health in coordination with county water and sewage departments to provide low interest loans to cesspool owners.

Eligible projects include upgrading or converting cesspools to septic systems or aerobic treatment unit systems, or connecting cesspools to existing sewer systems or other department-approved wastewater treatment systems.

Amends Hawaii Revised Statutes Chapter 342D to add cesspool remediation and conversion as an eligible use of the wastewater treatment revolving fund for providing financial assistance.

Findings indicate approximately 88,000 cesspools exist statewide, collectively releasing over 53 million gallons of untreated sewage daily, with existing 2017 legislation requiring conversion or upgrade by January 1, 2050.
