Amends Hawaii Revised Statutes Section 458-14(b) to specify that certified ocularists must be certified by a nationally recognized ocularistry certifying board rather than merely "recognized" by the American Society of Ocularists.

Identifies the American Board of Ocularistry and the National Examining Board of Ocularists as acceptable certifying boards, along with any other nationally recognized ocularistry certifying board.

Maintains existing requirements that ocularists may only design, fit, and fabricate artificial eyes (not contact lenses with refractive value) and must work under the supervision of a licensed ophthalmologist or optometrist.

Changes the notification requirement so ocularists inform the director (rather than "the board") in writing of their supervising ophthalmologist or optometrist's name.

Takes effect upon approval.
