• Establishes a task force called "Ann and Kelii's Law" to review medicaid navigation, access, and coverage issues for individuals diagnosed with autism or fetal alcohol spectrum disorder.

• Task force membership includes representatives from the Department of Health, Department of Human Services, med-QUEST health plans, legislative committees, disability advocacy groups, and four parent-advocates selected by legislative leadership.

• Requires the task force to submit findings and recommendations to the legislature by twenty days before the 2020 regular session, including identification of affected populations and policy recommendations to improve medicaid service access.

• Directs the task force to analyze and recommend whether waivers or policy approvals from the Centers for Medicare and Medicaid Services are necessary to ensure access to 16 specified services, including assistive technology, vocational services, respite care, and therapeutic services.

• Authorizes the Department of Human Services to seek required federal waivers or approvals, conditioned on legislative appropriation of state funds needed to cover increased medicaid expenditures and federal approval before implementation.
