S.B. 251 Summary

• Exempts out-of-state physicians from Hawaii licensure requirements when accompanying a sports team to a specific sporting event in Hawaii or providing services at a national sport training center or sanctioned event, subject to meeting specified conditions.

• Requires out-of-state physicians to provide written notice to the Hawaii Medical Board at least 30 days before the event, including the event nature, dates of attendance, and identity of the sports team.

• Limits exemptions to two days before the sporting event, the duration of the event, and two days after (maximum 10 days per event), with board discretion to grant up to 20 additional days per event, not exceeding 30 days per calendar year.

• Restricts exempt out-of-state physicians from providing care to persons other than sports team members (including athletes, coaching staff, equipment staff, band members, cheerleaders, and mascots) and prohibits practice at any health care facility in the State.

• Takes effect July 1, 2050.
