Requires all state agencies to contract for internet-related services only with internet service providers that demonstrate and contractually agree to support net neutrality principles where all internet traffic is treated equally

Mandates state agencies add contract language to procurement requirements for telecommunications, internet, broadband, and data communication services that suppliers must abide by net neutrality principles

Defines "net neutrality principles" as: providing access to all lawful content regardless of source; treating all data fairly without favoring, blocking, or throttling particular products or websites; and not discriminating or charging differently based on user, content, source, or ownership

Adds monitoring of net neutrality to the Director of Commerce and Consumer Affairs' responsibilities regarding broadband and internet access services throughout the state

Takes effect on July 1, 2050
