Amends Hawaii Revised Statutes Section 514B-105 to explicitly authorize condominium associations to adopt rules prohibiting smoking by all persons inside condominium units, on lanais, and throughout the entire condominium project.

Establishes that smoking prohibitions are permissible regulations that address behavior unreasonably interfering with other unit owners' use and enjoyment of their units and common elements.

Cites health risks from secondhand smoke, including that it is a Class A carcinogen containing thousands of chemicals, approximately 70 of which are known or probable carcinogens, and can cause heart disease, lung cancer, and stroke.

References the 2014 United States Surgeon General Report finding that any level of secondhand smoke exposure is dangerous and that over 2.5 million nonsmokers have died from secondhand smoke-related health problems since 1964.

Takes effect upon approval.
