Amends Hawaii Revised Statutes Section 514B-140 to clarify conditions under which condominium unit owners can install solar energy devices with board approval.

Expands the definition of "solar energy device" to explicitly include building-applied photovoltaics (roof-mounted solar panels) and building-integrated photovoltaics (photovoltaic windows and skylights).

Excludes passive solar skylights and windows (which regulate heating and cooling but do not generate electricity) from the definition of solar energy devices.

Allows installation of solar energy devices on single-family residential dwellings and townhouses pursuant to Section 196-7.

Takes effect upon approval and is designed to facilitate green condominium projects by resolving ambiguities about whether innovative renewable energy technologies qualify as solar energy devices.
