Requires contractors on government service contracts exceeding $25,000 to provide laborers and mechanics with a copy of wage rates at the time of employment, except where a collective bargaining agreement exists.

Permits governmental contracting agencies to withhold accrued contract payments to pay laborers and mechanics the difference between required and actual wages received.

Mandates contractors submit certified weekly payrolls to the contracting agency for all laborers and mechanics on the job site, with records maintained for three years and made available within ten days of written request.

Requires contracting agencies to pay any wages or overtime found due within sixty days of determination and to order contractors to pay any unpaid wages within sixty days.

Exempts certain contract types including furniture and equipment work, professional services, nonprofit institution contracts, and existing contracts executed before the Act's effective date of September 1, 2019.
