University of Hawaii shall annually collect data on the Hawaii Community College Promise Program through surveys, focus groups, and other feedback mechanisms to assess program effectiveness.

Data collection must include information on how many scholarship recipients would have enrolled without the program, completion rates, and whether scholarships directly increase degree completion likelihood.

University of Hawaii must submit annual reports to the legislature no later than 30 days before each regular session beginning in 2021, including findings, recommendations, and any proposed legislation.

Appropriates $700,000 from general revenues for fiscal year 2019-2020 and $700,000 for fiscal year 2020-2021 to provide additional funding for the Hawaii Community College Promise Program.

Act takes effect July 1, 2019.
