Establishes an earned income disregard program allowing individuals with disabilities aged 16-64 to earn up to 138% of the federal poverty level while maintaining Medicaid eligibility.

Directs the Department of Human Services to implement the program as an interim step toward a full Medicaid buy-in program and to adopt necessary administrative rules.

Requires the Department to evaluate the program annually and submit reports to the legislature prior to the 2020, 2021, and 2022 regular sessions assessing viability of implementing a full Medicaid buy-in program.

Named "Kal's Law" to honor an individual with spinal muscular atrophy who could not pursue employment without losing Medicaid benefits necessary for medical support.

Takes effect upon approval by the Centers for Medicare and Medicaid Services.
