Requires public accommodations that own, lease, or operate motion picture theaters in more than two locations in Hawaii to provide open movie captioning during at least two showings per week of each film offered with captioning.

Mandates that at least one of the two weekly captioned showings must occur on Saturday or Sunday to accommodate deaf and hard-of-hearing patrons who work or attend school during weekdays.

Eliminates the option for movie theaters to provide only personal closed captioning systems via lightweight eyewear devices as an alternative to open movie captioning showings.

Makes the open movie captioning requirement permanent by removing the January 1, 2020 expiration date previously set by Act 211, Session Laws of Hawaii 2017.

Takes effect January 1, 2050.
