Establishes a Remote Legislative Access Program within the state capitol as part of the legislature's public access program to enable Hawaii residents to participate remotely in legislative proceedings.

Designates the joint legislative access committee to supervise the remote program and seek advice from experts in remote communications, including the chief information officer of the office of enterprise technology services.

Requires the joint legislative access committee to consider teleconferencing and videoconferencing methods that accommodate individuals with visual or hearing impairments when implementing the program.

Expands the joint legislative access committee's duties to oversee both the legislative broadcast project and the new remote legislative access program, with policies to be adopted by concurrent resolution.

Appropriates funds from general revenues for fiscal year 2019-2020 to establish the remote legislative access program, with the measure effective July 1, 2050.
