• Amends exemptions from behavior analyst licensure requirements for general education teachers and special education teachers who implement (but do not design or monitor) applied behavior analysis services in schools under collaboration with licensed professionals.

• Adds new exemption for licensed special education teachers or individuals pursuing special education teacher licensure in state-approved programs that include behavior analysis training, provided services remain within their scope of practice.

• Expands supervision options for direct support workers to allow supervision by licensed psychologists or master's level practitioners working under a licensed psychologist, with a deadline of July 1, 2020.

• Requires the Department of Education to seek Centers for Medicare and Medicaid Services approval to amend Hawaii's Medicaid State Plan to reimburse applied behavior analysis services for Medicaid-eligible students with autism, including services by licensed mental health professionals with specialized training in behavior analysis.

• Takes effect July 1, 2050.
