Requires the Hawaii Emergency Management Agency to compile a list of evacuation routes by January 1, 2020, and update it no less than every five years thereafter.

Prohibits planting large trees (those with single trunks that will exceed 15 feet in height) within 15 feet of evacuation route roadways beginning July 1, 2020.

Mandates the agency establish a registry of existing large trees within 15 feet of evacuation routes by January 1, 2021, and update it on an ongoing basis.

Authorizes the agency to trim, spray, remove large trees, or order landowners to do so if trees pose potential obstruction to evacuation routes during emergencies.

Appropriates funds to the Hawaii Emergency Management Agency for fiscal years 2019-2020 and 2020-2021 to implement the act; effective date is July 1, 2050.
