Appropriates $59,616 for fiscal years 2019-2020 and 2020-2021 to fund the Alzheimer's disease and related dementia services coordinator position within the executive office on aging.

Exempts the Alzheimer's disease and related dementia services coordinator position from civil service requirements under chapters 76 and 89 of Hawaii Revised Statutes.

Establishes that the coordinator shall be appointed by the director without following standard civil service and collective bargaining procedures.

Addresses the impact of Alzheimer's disease on Hawaii residents, noting 28,000 people age 65+ in Hawaii have the disease and Medicaid expenditures are expected to increase 35.5% by 2025.

Takes effect July 1, 2019.
