Authorizes the governor to negotiate exchanges of state lands for privately owned agricultural lands, with state lands to be developed for affordable, workforce, and other housing in return.

Allows the governor to reclassify and rezone lands intended for exchange and transfer state lands within one-half mile of rail transit stations in counties with populations exceeding 500,000 for housing and mixed-use development.

Exempts private housing development under this Act from state and county procurement requirements, impact fees, and other exactions, while requiring compliance with standard health, safety, and building code regulations.

Requires the governor to submit a report to the legislature no later than twenty days before the 2020 regular session detailing feasible land exchanges, suitable parcels, and any necessary appropriations or legislation.

Becomes effective on December 31, 2050.
