Directs the Office of Planning, in consultation with the Land Use Commission, Real Estate Commission, and Honolulu Department of Planning and Permitting, to study land subdivision and condominium property regime laws as they relate to agricultural land on Oahu.

Requires the study to identify potential ambiguities, omissions, or deficiencies in existing laws that could allow landowners to develop land contrary to legislative intent, and propose remedial legislation.

Mandates the Office of Planning to conduct a public hearing to gather information from the general public during its research.

Requires submission of findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2021 regular session.

Amends Hawaii Revised Statutes Section 514B-6 to require all counties to adopt supplemental rules governing condominium property regimes, including those involving agricultural lands, by July 1, 2022.
