• Repeals Chapter 436C of Hawaii Revised Statutes, which previously allowed licensing authorities to deny, suspend, or revoke professional and vocational licenses based on student loan defaults or failures to comply with repayment plans.

• Removes student loan default provisions from multiple licensing statutes including those governing commercial marine licenses, teachers, health practitioners, insurance producers, nurses, radiographers, and attorneys.

• Eliminates language requiring automatic license suspension or denial without hearing or review when applicants or licensees were in default of student loans, student loan repayment contracts, or scholarship contracts.

• Maintains existing child support compliance requirements for professional licensees while removing the parallel student loan enforcement mechanism.

• Effective upon approval; does not affect rights, duties, or proceedings that began before the law's effective date.
