Establishes the Hawaii healthy food incentive program to be developed and administered by the Department of Agriculture for beneficiaries of the federal Supplemental Nutrition Assistance Program.

Provides dollar-for-dollar matching funds of up to $10 per visit, per day for participants to purchase Hawaii-grown fresh fruits and vegetables at farmers' markets, farm stands, mobile markets, community-supported agriculture sites, grocery stores, or other participating direct food retailers.

Authorizes the Department of Agriculture to consult and cooperate with private organizations to develop and implement rules for administering the program.

Appropriates $50,000 for fiscal year 2019-2020 and $50,000 for fiscal year 2020-2021 to the Department of Agriculture for program administration and matching funds.

Takes effect July 1, 2019.
