Appropriates funds to the Department of Education for fiscal years 2019-2020 and 2020-2021 to provide public school students with behavior analysis services (specific dollar amount not specified in bill text).

Authorizes compensation for behavior analysis services provided by licensed behavior analysts, board certified assistant behavior analysts, licensed psychologists, registered behavior technicians, licensed clinical social workers, licensed mental health counselors, advanced practice registered nurses specializing in psychiatry, and other supervised practitioners.

Permits the Department of Education to contract with any of the listed service provider types to deliver behavior analysis services.

Requires the Department of Education to seek necessary approvals from the Centers for Medicare and Medicaid Services to amend the state medicaid plan to provide reimbursements for applied behavior analysis services to medicaid-eligible students diagnosed with autism spectrum disorders.

Takes effect on July 1, 2050.
