• Exempts tractor trucks, forklifts, and top picks used as marine terminal equipment from vehicle safety inspection requirements when temporarily moving in or between terminals at Sand Island, Hilo Harbor, Kawaihae Harbor, Kahului Harbor, and Nawiliwili Harbor.

• Exempts the same marine terminal equipment from motor vehicle registration requirements at the five specified harbor locations.

• Exempts operators of marine terminal equipment from driver licensing requirements when operating at the five specified harbor locations.

• Expands the existing Sand Island exemption to include four additional harbor areas: Kalanianaole Avenue (Hilo), Kawaihae-Mahukona Road (Kawaihae), East Kaahumanu Avenue (Kahului), and Waipaa Road (Nawiliwili).

• Takes effect July 1, 2019.
