• Integrates voter registration applications into all driver's license, provisional license, instruction permit, and identification card applications in Hawaii

• Automatically registers applicants as voters unless they affirmatively decline on the application form; applicants may also request name/address changes or permanent absentee ballot status on the same form

• Requires the examiner of drivers to electronically transmit voter registration information to county clerks, election officials, and the statewide voter registration system

• Allows county databases containing driver's license and identification card information to be directly accessible to election officials and the voter registration system for voter application processing and election purposes

• Becomes effective January 28, 2081
