Raises the minimum age requirement for marriage in Hawaii from 16 to 18 years of age.

Removes parental consent and family court written approval requirements that previously allowed minors to marry.

Makes family court annulment of marriages based on underage parties mandatory rather than permissive when either party was below the legal age at time of marriage.

Eliminates spousal cohabitation after reaching legal age as an exception to annulment proceedings based on nonage.

Repeals statutes permitting family court consent to minor marriage, parental consent requirements for minors seeking marriage licenses, and emancipation provisions for married minors.
