Department of Health must perform a cost-benefit analysis of combining advance disposal fee glass containers and deposit beverage container glass processing streams under Hawaii Revised Statutes sections 342G-VII and 342G-VIII.

Department of Health shall update the 2008 glass recycling policy to equally allow recycling or down-cycling, clearly permit glass stockpiling for inventory, include a complete list of approved down-cycling options, and allow glass as alternative daily cover.

Department of Health must work with stakeholders to develop practical policies and rules governing stockpiling of processed glass.

Department of Health shall increase the recovery rate for advance disposal fee glass containers to seventy-five percent.

Department of Health must submit a report to the legislature no later than twenty days before the 2020 regular session convening, and $100,000 is appropriated for fiscal year 2019-2020 to conduct the cost-benefit analysis.
