Establishes ranked choice voting for special federal elections not held on regularly scheduled primary or general election dates and for special elections for vacant county council seats.

Implements multi-round tabulation process where voters rank candidates in order of preference, last-place candidates are eliminated each round, and the candidate with the most votes in the final round wins.

Allows the office of elections to limit allowable rankings to no fewer than six and to defeat two or more candidates simultaneously through batch elimination when mathematically impossible for them to be elected.

Resolves ties between candidates with the most votes in the final round or between last-place candidates in any round through a decision by lot.

Becomes effective on July 1, 2030.
