Amends Hawaii driver's license requirements to include "gender category" with three options: female, male, or non-binary, replacing the previous sex designation.

Applicants may self-certify their chosen gender category without requiring documentation, unless such documentation is incidentally necessary to establish legal entitlement to a license.

Extends the same gender category options and self-certification requirements to Hawaii state identification cards.

Effective July 1, 2020.
