SB462 Summary

• Extends the nursing facility sustainability fee program through June 30, 2021 (previously set to expire June 30, 2019)

• Increases the maximum nursing facility sustainability fee from 4.0% to 5.5% of net patient service revenue, with per resident daily fees increasing from $13.46 to $20.00 (or from $5.85 to $9.00 for reduced-fee facilities)

• Allows fee revenue to be used for quality incentive payments in addition to increasing medicaid reimbursements to nursing facilities

• Establishes 30-day payment requirement for medicaid managed care health plans to pass through capitation rate enhancements to nursing facilities

• Appropriates funds from the nursing facility sustainability program special fund for fiscal years 2019-2020 and 2020-2021 for department of human services use consistent with the program's purposes
