Amends Act 209, Session Laws of Hawaii 2018, to authorize the use of private lands (in addition to public lands) for the Ohana Zones Pilot Program, subject to memoranda of understanding or partnerships between private landowners and state or county departments.

Extends the Ohana Zones Pilot Program from June 30, 2021, to June 30, 2022, to allow continued development and implementation of temporary housing and supportive services for homeless individuals and families.

Extends the Emergency Department Homelessness Assessment Pilot Program from June 30, 2019, to June 30, 2020, to continue multidisciplinary team interventions in hospital emergency departments for patients experiencing homelessness.

Extends the Medical Respite Pilot Program from June 30, 2019, to June 30, 2020, to continue providing emergency housing and support services for homeless individuals discharged from participating hospitals.

Requires reporting to the legislature on program milestones, performance measures, and evaluation results for all three pilot programs by specified deadlines.
