Appropriates $10,800,000 for fiscal years 2019-2020 and 2020-2021 to the Department of Human Services for core homelessness services: $3,750,000 for housing first program, $3,750,000 for rapid re-housing program, $1,550,000 for family assessment centers, and $1,750,000 for homeless outreach and civil legal services.

Appropriates $3,000,000 for fiscal year 2019-2020 to the Department of Human Services for stored property and debris removal services, with exemption from competitive bidding requirements under Hawaii Revised Statutes chapter 103D.

Appropriates $1,000,000 for fiscal year 2019-2020 to the Hawaii Public Housing Authority for the state rent supplement program.

Recognizes Hawaii has the highest homelessness rate in the nation and notes that previous 2018 investments of $200,000,000 in rental housing, $30,000,000 in ohana zones, and $13,500,000 in homelessness programs contributed to the first decline in homelessness in 2017-2018.

Takes effect on July 1, 2019.
