• Appropriates funds for the Department of Human Services for fiscal biennium July 1, 2019 through June 30, 2021, including $15.8 million annually for homeless services programs (Housing First, Rapid Rehousing, Family Assessment Center, Homeless Outreach and Civil Legal Services, and Stored Property and Debris Removal Services).

• Provides funding for rental assistance, child protective services, child care support, health care payments, and self-sufficiency services across multiple operational programs within DHS.

• Appropriates $2.525 million total for Hawaii Youth Correctional Facility capital improvements on Oahu, including campus planning, sewer improvements, water systems upgrades, and gym foundation repairs.

• Appropriates $811,000 for Hoopono Flood Zone remediation project in fiscal year 2021.

• Takes effect July 1, 2050.
