Allows ohana zones pilot program to be established on private lands through partnerships with landowners, in addition to public lands, while maintaining requirement for at least three sites on Oahu and one site each on Hawaii, Kauai, and Maui islands.

Removes the December 31, 2018 deadline for agencies to establish criteria, timetables, performance measures, and oversight controls for the ohana zones pilot program.

Extends the ohana zones pilot program sunset date to three years from contract execution date or June 30, 2022, whichever is later.

Extends the Emergency Department Homelessness Assessment pilot program sunset date from June 30, 2019 to June 30, 2020, with report deadline moved to 2020.

Extends the Medical Respite pilot program sunset date from June 30, 2019 to June 30, 2020, with report deadline moved to 2020.
