Requires each county in Hawaii to prepare a housing supply plan that projects increased housing supply to meet demands across all income levels and identifies adequate sites for housing including rental housing.

Housing supply plan must include analysis of population trends, employment projections, household characteristics, available land for residential development, governmental and nongovernmental constraints on housing development, special housing needs, energy conservation opportunities, and assisted housing developments at risk of conversion.

Plan must identify the maximum number of housing units by income level that can be constructed, rehabilitated, and conserved over a five-year period for each county.

Appropriates unspecified sums from general revenues for fiscal years 2019-2020 and 2020-2021 to the City and County of Honolulu, County of Maui, County of Hawaii, and County of Kauai to prepare and execute their housing supply plans.

Effective date is July 1, 2050.
