Requires the University of Hawaii College of Tropical Agriculture and Human Resources to establish a food safety certification training program in partnership with Hawaii's agriculture community to assist small- and medium-sized farms in obtaining United States Department of Agriculture Good Agricultural Practices certification or equivalent certification.

Defines small- and medium-sized farms as those with annual food sale revenue of $500,000 or less.

Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 for the university to implement the food safety certification training program (specific dollar amount not specified in bill text).
