S.B. 528 Summary

• Expands eligibility for orthodontists performing medically necessary orthodontic services for orofacial anomalies (cleft lip, cleft palate, and other birth defects affecting eating, chewing, speech, or respiration) covered by health insurance.

• Changes the qualification requirement from American Board of Orthodontics (ABO) certification to completion of an orthodontic residency program accredited by the Commission on Dental Accreditation.

• Amends sections 431:10A-132 and 432:1-613 of Hawaii Revised Statutes to reflect the new eligibility criteria for licensed dentists providing orthodontic services.

• Addresses the limited availability of ABO-certified orthodontists in Hawaii (only 14 of approximately 40 orthodontists) by broadening the pool of qualified practitioners.

• Takes effect upon approval.
