Authorizes the Department of Human Services and Department of Health to each establish one three-year full-time temporary exempt position for a dedicated capture manager responsible for grant writing and securing public and private funding opportunities.

Requires each capture manager to develop internal grant identification and application capacity, support awarded grants, and create a sustainability plan for a robust grant development program.

Mandates both departments submit reports to the legislature by twenty days before the 2020 and 2021 regular sessions detailing grant opportunities sought, grants awarded, funding received, and any recommendations for legislation.

Appropriates unspecified amounts from general revenues for fiscal years 2019-2020 and 2020-2021 to fund the capture manager contracts and temporary exempt positions for both departments.

Becomes effective July 1, 2050, and is repealed on June 30, 2022; appropriations do not lapse at the end of the fiscal biennium but lapse on June 30, 2022.
