Amends Hawaii Revised Statutes Section 26-34 to clarify qualifications for holdover members on state boards and commissions.

Disqualifies any board or commission member whose nomination for appointment or reappointment is withdrawn for cause by the governor before the Senate completes its advice and consent action.

Prevents members with withdrawn reappointment nominations from continuing to serve as holdover members beyond their most recent term of appointment.

Maintains existing law allowing holdover members to continue in office until a successor is appointed, but not beyond the end of the second regular legislative session following expiration of their term.

Takes effect July 1, 2050.
