Authorizes pharmacists acting in good faith and exercising reasonable care to prescribe and dispense opioid antagonists to individuals at risk for opioid overdose or their family members and caregivers without requiring prior prescription evidence.

Permits prescriptions for opioid antagonists dispensed to family members or caregivers to be written in the name of either the at-risk individual, the person requesting the antagonist, "Opioid Antagonist Recipient," or "OAR."

Requires pharmacists dispensing opioid antagonists to complete an approved training program, provide educational materials on overdose risk factors and response steps, and dispense the antagonist as soon as practicable.

Sunsets the Act on June 30, 2024, with section 461-11.8 reverting to its prior form unless reenacted.
