Requires the Department of Transportation to implement a vision zero program by July 1, 2020, with the goal of eliminating all traffic fatalities and serious injuries in Hawaii by 2030.

Directs the Department of Transportation to work with counties to take necessary steps to implement the program.

Authorizes the Director of Transportation to adopt administrative rules under Chapter 91 to carry out the vision zero program.

Requires the Department of Transportation to submit progress reports to the legislature no later than twenty days before each regular session on efforts to eliminate traffic fatalities and serious injuries.

Effective date is July 1, 2050.
