Creates a new criminal offense of unauthorized attachment of an object to a fence, gate, wall, or other structure without the owner's permission.

First offense results in a written warning citation issued by law enforcement; second or subsequent offense within one year is a violation subject to a $100 fine.

Allows property owners to detach objects without delay or notice and without liability except for gross negligence or wanton acts; law enforcement may also detach objects at owner's request.

Defines "owner" as the owner of the structure itself or the owner, agent, tenant, lessor, sublessor of the property where the structure is located.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
