Amends Hawaii Revised Statutes Section 46-4(d) to allow group living facilities with eight or fewer residents to operate upon providing notice to the applicable county until the Department of Health establishes the clean and sober homes registry.

Modifies Section 321-193.7(b) to permit owners and operators to advertise as a "registered clean and sober home" upon providing notice to the county while the registry is being established.

Clarifies in Section 321-193.7(c) that the certificate of registration must be publicly displayed at the home once the registry is established by the department.

Excludes resident managers, resident supervisors, and their families from the eight-resident count in group living facilities.

Takes effect on July 1, 2019.
