S.B. 608 Summary

• Adds new restrictions on administrative segregation in correctional facilities, limiting it to 14 days per 30-day period with mandatory facility committee hearings every third day to review continued placement.

• Restricts disciplinary segregation to 60 days per 180-day period with adjustment committee hearings every tenth day and approval from the division administrator, medical director, and staff psychiatrist to extend placement.

• Requires inmates in both types of segregation receive basic necessities including food, water, medical care, and provides access to programming, staff interaction, communications, reading materials, and exercise where possible.

• Establishes heightened protections for vulnerable populations (inmates aged 21 or younger, 65 or older, with mental/physical disabilities, developmental disabilities, sensory impairments, serious medical conditions, pregnant or postpartum, or LGBTQ+) by requiring less restrictive alternatives be attempted first and daily health evaluations.

• Mandates staff training on protecting mental and physical health of segregated inmates and takes effect July 1, 2050.
