Adds the lieutenant governor as a member of the state capitol management committee who cannot be represented by a designee and must serve as chairperson.

Adds the lieutenant governor's chief of staff as a new member of the committee, renumbering existing positions accordingly.

Requires the lieutenant governor to submit an annual report to the legislature no later than 20 days before each regular session, detailing committee meetings, outcomes, expenditures with dollar amounts, and purposes.

Maintains existing committee composition including the governor's chief of staff, comptroller, director of public safety, two senate members, two house members, and legislative officers from both chambers.
