Amends the non-agricultural park lands program to allow the Board of Agriculture to determine on a case-by-case basis which entities qualify for agricultural leases, including those with investor partnerships.

Establishes eligibility criteria for entities seeking agricultural leases requiring more than $500,000 in construction and equipment costs, including requirements that at least 51 percent of operational decision-making be held by U.S. citizens with 3+ years Hawaii residency or permanent aliens with 5+ years residency.

Requires that agricultural operations focus on high, advanced, or innovative technology; that operations primarily produce food crops to replace imported products; and that the Board find the eligibility determination in the best interests of agriculture in the State.

Becomes effective July 1, 2050, and sunsets on June 30, 2024, with section 166E-8(b) reverting to its prior form upon repeal.
