Extends the sunset date of Act 168, Session Laws of Hawaii 2012, from June 30, 2020 to June 30, 2023, continuing electric vehicle incentives including parking fee exemptions.

Electric vehicles with electric vehicle license plates remain exempt from parking fees charged by state or county authorities, with specified exceptions.

Limits metered parking exemptions to a maximum of two and one-half hours or the meter's maximum time limit, whichever is longer.

Excludes exemptions from parking fees assessed in increments longer than one twenty-four-hour day, such as weekly, monthly, or annual permits.

Imposes a four-hour limit on unmetered parking stalls, requiring electric vehicles to pay fees for any parking period longer than four hours in unmetered spaces.
