Establishes a non-compliant state identification card for individuals unable to appear in person to be photographed or present new source documents as required by the REAL ID Act of 2005

Allows applicants unable to appear in person to authorize a person with power of attorney to present required documentation (identity, date of birth, social security number, legal presence, primary care provider certificate, and residency)

Non-compliant cards must display "Not acceptable for official federal purposes" on their face and be visually distinct from compliant identification cards; design modifications may be required if federal regulations demand changes

Permits mail or electronic renewal applications for individuals 80 years or older and those with physical or intellectual disabilities that make in-person application a serious burden, with non-compliant cards issued for such remote applications

Non-compliant cards follow the same expiration schedule and renewal procedures as compliant identification cards under existing Hawaii law
