Adds fuel cell electric vehicles to the highest priority category for state and county vehicle procurement, placing them on equal footing with electric and plug-in hybrid electric vehicles beginning January 1, 2010.

Removes the separate priority category for hydrogen or fuel cell vehicles and renumbers subsequent vehicle priority categories accordingly.

Includes fuel cell electric vehicles in the definition of "electric vehicle" for purposes of parking fee exemptions, high occupancy vehicle lane use, vehicle registration, and required accessible parking spaces in public accommodations.

Defines "fuel cell electric vehicle" as a zero-emission electric vehicle that uses a fuel cell to convert hydrogen gas and oxygen into electricity for vehicle propulsion.

Clarifies that electric vehicle charging system definitions do not include hydrogen refueling facilities for fuel cell electric vehicles.
